Applied public health research on substance-related policies (cannabis, alcohol, tobacco, illicit drugs), with a focus on public health surveillance methods and equity-centered approaches.
Bio
Julia Dilley is a Senior Research Scientist and Epidemiologist with Program Design & Evaluation Services, an applied public health research unit jointly sponsored by Multnomah County Health Department and State of Oregon Public Health Division.
Julia has supported public health systems in the Pacific Northwest for more than 20 years. Her current research focuses on public health effects of law and policy around cannabis, alcohol, tobacco, and illicit drugs. She is the principal investigator for a federally funded research study of cannabis legalization public health impact in Washington and Oregon that exploits local policy and market variations.
Since 2016, she has co-chaired the nationwide Council of State & Territorial Epidemiologists (CSTE) Cannabis Subcommittee, leading efforts to identify the best measures and methods for cannabis-related public health monitoring. She also focuses on equity-focused quality improvement of public health surveillance systems, especially related to substance use-related data and indicator monitoring.
