Bio

Dr. Edmonds is a health services researcher and evaluator whose work seeks to evaluate innovations to close gaps in financing and care delivery, especially for people experiencing behavioral health conditions, disabilities, and unmet social needs served by Medicaid. Combining administrative data, claims data, and qualitative interviews, she led federally commissioned studies for the HHS Office of the Assistant Secretary for Planning and Evaluation on crisis services financing and integrated treatment for co-occurring disorders.

With Oregon Health and Science University’s Center for Health Systems Effectiveness, she currently provides leadership for evaluations of Oregon and Washington Medicaid innovations related to reentry, behavioral health, disability, and health-related social needs. In her previous roles with King County, she designed studies that informed the expansion of mental health residential services and shaped cross-sector data integration for suicide surveillance and prevention.

Amy enjoys mentoring graduate students in evaluation design and analytic plan development using integrated, real-world data sources (administrative data, claims data) and helping them translate research findings for policy and practice audiences. Students interested in Medicaid policy, behavioral health and disability systems, applied evaluation, and health equity are welcome to reach out.
